The HSCIC are responsible for developing and managing systems and services that enable the free flow of information between health and social care organisations.
The Health and Social Care Information Sharing Programme enables health and social care organisations to maximise their efficiencies through service redesign. The programme encourages the use of pragmatic and secure solutions that allow information to be shared across care pathways and geographical boundaries.

Supporting health and social care integration
Child Protection – Information Sharing
The Child Protection–Information Sharing (CP-IS)
project will improve the way that health and social
care services work together across England to protect
vulnerable children.
CP-IS focuses on improving the protection of children
who have previously been identified as vulnerable
by social services when they visit a range of NHS
unscheduled care settings. The service will provide
health professionals with prompt and easy access
to key social care information that can help them to
assess whether a child is at risk.
The ability to correctly diagnose abuse or neglect
depends on having the whole picture. Giving
clinicians in unscheduled care settings access
to relevant social care information is essential to
successfully identifying children who may be at risk.
The solution is currently being rolled-out to a first wave
of local authorities and NHS sites in North East London,
Wakefield, North West England and North Tyneside.

Developing the health and social care
informatics skills base
Informatics has a vital role to play in transforming
health and care services. Our Developing Informatics
Skills and Capabilities (DISC) team are working in
partnership with Skills for Care to lead a programme
to support the professional development of the
social care informatics workforce. Objectives of this
programme are to:
• highlight the potential informatics in addressing
both challenges and opportunities arising
from the Care and Support Bill (Act)* and the
integration agenda
• raise awareness of the contributions and
professional development needs of people working
in social care informatics roles and functions.

Service (NASCIS)
NASCIS is a single national resource of social care
information for England. It has a collection of data,
tools and resources designed to meet the needs
of service planners, managers, researchers, policy
makers and others. The NASCIS site allows users to
view and download data on:
• adult social care activity
• social care expenditure
• abuse of vulnerable adults
• the Adult Social Care Outcomes Framework
• user experience survey
• Joint Strategic Needs Assessment.

4. Supporting health and social care integration
Bringing indicators, their data and
methodologies together
The Francis Report highlighted the role indicators
and other comparative statistics play in measuring
performance and outcomes, and underlined our role
in producing, assuring and publishing indicators.
As the national source of indicators we produce
and publish the NHS Outcomes Framework,
Commissioning Outcomes Framework and Adult
Social Care Outcomes Framework indicators. We
also provide a service for testing and assurance of
indicators, to make sure that the methods they use
are robust.
Our Indicator Portal provides quick and easy access
to hundreds of indicators in one place and is a
valuable information resource for all health and social
care professionals, not just information specialists.

Data Service for Commissioners
NHS England has commissioned the HSCIC to
deliver the Data Service for Commissioners (DSC)
which processes data to support commissioning
organisations, whilst protecting patient confidentiality.
The service is delivered by staff seconded into
the HSCIC from Commissioning Support Units
(CSUs). The seconded teams act as an HSCIC DSC
Regional Office but continue to work from their own
locations using HSCIC approved processing centres.
Customers include Public Health England and Local
Authority Public Health organisations as well as CCGs
and the NHS England Area Teams, with services
generally being provided through the CSUs.
The service receives and processes personal
confidential data (PCD), and provides data in a form
that is legally acceptable for the purposes registered by
the Commissioner. This reduces or removes the need
for these organisations to handle PCD and allows them
to focus on their core commissioning functions.
